For drivers, the introduction of digital tachographs involves a
number of changes:
- You need a personal driver card to record your activities.
- To obtain this you must apply to the relevant authorities.
Driver card for the digital tachograph.
Driver card
The personal driver card:
- is a smart card which stores all relevant driver data required
for EU Drivers’ Hours regulations including driving and rest
times.
- is suitable for use in all EU approved digital tachographs.
- is valid for five years.
- is normally only issued once per driver during its period of
validity (except in the case of a damaged, lost, stolen or faulty
card).
- does not replace a driving licence.
You must insert your driver card when starting work (e.g. when
loading/unloading or driving). If the driver card is damaged,
malfunctions or is lost or stolen you should print out the
information relating to the periods of time recorded by the
tachograph at the end of the journey and add your card number and
signature to the printout. In this particular case you must apply
for a new card as soon as possible and must not drive without a
card for more than 15 days.
You must also make daily printouts when changing between vehicles
fitted with analogue and digital tachographs. This ensures a
complete record (printouts and charts) of driving activities for
the current week and the last working day of the previous week. |

For enforcement authorities, the
introduction of digital tachographs involves a major change:
Enforcement officers require a special control card to carry out
roadside and on-site checks. This control card:
- will be issued by the relevant authorities of the respective EU
member state.
- enables the mass memory of digital tachographs and driver card
data to be accessed.
- allows printouts of all relevant information to be made at any
time.
Specially designed electronic tools are available to help you
download and evaluate the data.

Training sessions on the DTCO will be organised by existing
training providers. In addition, Siemens VDO will offer training
packages including a computer-based training program on the use of

The introduction of digital tachographs offers a range of new
service opportunities for authorised Calibration Centres alongside
the existing core business relating to tachographs (periodic
inspections, replacement business and upgrades). These
opportunities arise from:
- The requirement for vehicle registration numbers to be entered
into digital tachographs during calibration procedures.
- The new legal requirement to download and archive the data
stored on digital tachographs. (For faulty units the data should
be forwarded to the appropriate transport company)
To meet these new requirements, it is necessary to become an
authorised DTCO Calibration Centre.

Authorisation
The following requirements must be fulfilled in order to obtain
authorisation to calibrate digital tachographs:
- Approved service diagnostic systems for digital tachographs
- Service technicians trained on digital tachographs
- Systems for downloading and archiving data
- Secure environment and procedures to comply with data protection
requirements
As employees of authorised Calibration Centres, appropriately
trained service technicians can apply for their personal workshop
card from the relevant authorities. This card, which is valid for
one year, is PIN-protected and enables the testing and calibration
of digital tachographs. |
